RATIONALE FOR REVISION:

Clause 10.3 states that when a port is removed from the set of 
forwarding ports "and that Port has declared one or more attributes, 
then this Port transmits a Leave message (see 10.6) for every 
attribute it has declared."

Clause 10.7.6.1 however states "MRPDU transmission as a result of the 
operation of a state machine in a Bridge occurs only through the Port 
associated with that state machine, and only if that Port is in the 
Forwarding state."

Sending a Leave message after the Port has been removed from the Forwarding 
set would allow for more rapid bandwidth reclaimation (in the case of MSRP) 
than waiting for the next LeaveAll event.  
However, MRPDUs cannot, in general, be transmitted when the Port is not in 
the forwarding set, as this would violate the proper propagation of MSRP 
Listener Ready messages (as one example).
