Lucent's Changes
1. Implemented DreamCast fix. Allows for LAPM negotiation with failed ODP
    detection as long as XID is received within 10 seconds. Otherwise will fallback
    to MNP or Buffered mode.
2. Modified V.8 logic to check for V.90 or V.34 before falling back to V.32.
3. Fix for V90 negotiation problems with PCTel Client modems.
4. Improved rate renegotiations with Rockwell clients.
5. LAPM is supended during rate changes and retrains. All LAPM activity (negotiation and data x-fer phases) are
    suspended and timers are reset during rate changes and retrains. This should
    reduce the number of disconnects.
6. LAPM Selective Reject Support Added. This will help throughput for clients
    that support selective reject.

Multitech's changes:
1. Fixed disconnect reason reporting to controller for non-V.90 calls.
2. Fixed at+fmfr? and at+fmdl? errors.  There commands were returning "".
3. Put S17 ( V8bisToneTxLevel ) back.  In version 2.09G, Attempt was made to 
    move S17 to S21 because future V110 code will use S17 for speed selection,
    but S21 was also being used by Lucent as a internal "Read Only" register.
4. Added V110 auto-rate negotiation functionality. Start to look for rate at
    the speed of 9600 and work down to 2400 as the lowest speed.
6. Added call-reverse mode function
    ATR0 - disable call reverse mode. (default)
    ATR1 - enable call reverse mode.
7. Back plane status packet was sent every 3 seconds (when it was enabled), changed it to 6 seconds to aleviate overflow problem which
    was causing other packets such as disconnect event packets and others not being transmitted to the controller.
8. Fixed other problem that was sometimes causing disconnect events not to be sent to the controller.
