Lucent's changes:
1. Using 120899 release.

Multitech's changes:
1. Added command "ATFR" to allow user to adjust fax receive level.
         ATFR=x     // to set fax Rx level dbm.  The range of x is (30 <= x <= 46)
         ATFR?      // to querry current value.  Default = 43dbm (assume minus)
         
2. Added command "AT$Q" to allow enable/disable "QUICK_CONNECT" mode.  Use S37 to 
   select the speed to connect at.  Quick connect function is only effective in speeds below
   V.34.
         AT$Q1		// enable quick connect mode.
         AT$Q0 	// disable quick connect mode. (default)
         
3. Modified G(dp_count) flag to prevent "CONNECT" msg from being display when modem retrain
   due to LAPM errors.

4. Added "modem_ring" backplane packet command to allow controller to tell modem that
   it is an analog modem ring.

5. Fixed V.110 Tx delay problem.  A noticeable delay (1 second) in data transmission was
   occurred in V.110 connections.  This was due to Tx buffer was filled with "idle frames"

6. Added R2MF code for E1.

7. Item #7 was intentionally removed.
