1.  5 second " end of call - modem unavailable" timer, started at the end of a call.
	- modem will not be available until 5 seconds is up
	- if modem is still off hook at the end of the 5 second timer, 
		a HUP is sent and a 10 second "modem unavailable" timer is started.
	- the 10 second timer will make the modem unavailable in order to allow
		the HUP to make it to the modem.
	- an unavailable modem will send a busy back to the network.

2.  Fix for universal call distribution. calls would wrap around a single pool of modems.


PRI 2.58.44 Release Notes:

1.  Remove Extra Disconnect Indicator Message.
	- Dial Out, after Busy indicator message is given to modem, no need to give disconnect
	  message to modem, following Network disconnect message.
